NC vs SC: the permit rules that differ
Most of the confusion homeowners run into is that North Carolina and South Carolina treat the same project differently. The big divergences:
- Roof replacement (reroof): no permit in Charlotte / Mecklenburg — NC exempts a like-for-like roof-covering replacement — but York County and the SC cities require one (a reroof isn't on the SC R105.2 exempt list).
- Window, door & siding replacement: explicitly exempt in NC (§160D-1110), but generally permitted in South Carolina.
- NC's $40,000 rule is not a blanket pass: load-bearing work, MEP redesign (HVAC, electrical panels, plumbing design changes), and adding roofing still need a permit under §160D-1110 even below $40k.
